If you scroll through the Timeline now, you will notice that the particles are indeed sticking to the snowmap layer and over time are beginning to pile up.

Change the Gaussian Blur Amount to 5. This will give the illusion that the snow particles in this layer are further away.[an error occurred while processing this directive]

To create one more layer of depth, duplicate the original snow layer again by pressing Command+D on the Mac or Control+D on the PC. Move this duplicate layer to the bottom of the Timeline stack.

Decrease the Particle Radius to 1.5. and change the Gaussian Blur Amount to 3.

To add some final tweaks to this composition, I created a New Solid and moved it to the bottom of the Timeline stack. To that solid, I applied the Ramp effect to create the gradient from Black to a medium blue color. I also applied the Tint effect to the Snowmap layer to give it a festive green color.
